Country Representative for the Central American Project for Sustaining and Championing the Human Rights response to Human Immunodeficiency Virus (HIV) USAID’s anticipated PASCA 3.0

The positions will be based on Guatemala City, Guatemala; Managua, Nicaragua; San Salvador, El Salvador; Panama City, Panama, Tegucigalpa, Honduras. A total of 5 positions, one in each country.

Please note that the positions will be hired under fixed term contracts following local conditions according the local labor law in each country, for a period of approximately 5 years.

Formal offers and contracts will be signed only after obtaining the approval for the project and its corresponding funding.

The Opportunity

Plan International seeks dynamic leaders to fill the roles of Country Representative for USAID’s anticipated PASCA 3.0 a regional HIV/AIDS program operating in Guatemala, El Salvador, Honduras, Nicaragua, and Panama.

PASCA 3.0 will be the cornerstone of USAID”s HIV response work in Central America at the regional and national level. The project has the following objectives: 1.) Support government and non-governmental partners in the Central American region to achieve sustainable HIV epidemic control; 2) Improve the human rights environment to reduce stigma and discrimination in the HIV response (focus on key populations), and 3.) Strengthen capacity and engagement of civil society to support government and non-governmental partners to achieve sustainable HIV epidemic control.



The Country Representative will serve as the primary representative of this high-profile project within their respective country. Responsibilities will include engaging government representatives and policy-makers at the national level, coordinating project activities and providing technical support to any civil society partners within the country. The Country Representative may also oversee a small operational staff and ensure adherence to all project objectives, performance requirements, and donor regulations.

Additional responsibilities may include:

·Liaise with relevant national-level stakeholders: government, civil society, multi-lateral organizations, the private sector, and academia; and work to identify and engage stakeholders not currently involved in HIV response

·Provide in-depth knowledge of the country represented to the project senior management team and aid in the development of country plans and activities, including advocacy plans

·Educate stakeholders and government official on proposed national policies and legal frameworks that address HIV-related stigma and discrimination, with focus on key populations

·Establish working relationships with CSOs and empower their participation through providing/coordinating capacity building support in the areas of: advocacy, organization development, planning & implementation, strengthening key population leadership and monitoring & accountability.

·Engage with CSOs to improve strategic coordination and encourage the leveraging of their diverse capacities and community reach for greater impact

·Coordinate community forums to increase the participation of vulnerable men and women in decision-making

Knowledge, Skills, Behaviours, and Experience Required to Achieve Role’s Objectives:

Consideration for this pivotal role will be given to health professionals with 1) a clear understanding of HIV work within the country; 2) experience in PASCA or PEPFAR project management and 3) the ability to meet rigorous timelines, track results, effectively manage staff and multi-stakeholder relationships, and influence decision-making at the national level to create positive change.

In order to succeed in the challenging and varied role, you will have extensive experience in the following areas:

·Possess a master’s degree in public health or a related field;

·A minimum of 10 years of experience working with non-governmental organizations to achieve health objectives

·Strong knowledge of HIV response and the national HIV strategic information framework in one of the project countries (Guatemala, Nicaragua, El Salvador, Panama or Honduras)

·Demonstrated knowledge of PEPFAR project management, including USAID rules, regulations, and reporting requirements.

·Experience collaborating with diverse stakeholders, such as local NGOs, government officials, donor representatives, and local and international staff.

·Ability to respond to requests on short notice and simultaneously plan and execute several activities.

·Proven experience hiring, training, and supervising teams of local staff.

·Proven leadership, interpersonal, and cross-cultural skills, with the ability to build and motivate diverse teams.

·Excellent command of English and Spanish, with strong verbal and written communication skills

·Proficiency in Microsoft Office suite, including Word, Excel, and Outlook.
